Charged staff doesn't activate when i am in party tier 15

Hi,
today I switch from mercenary to monk build with charged staff, I tested when I go with tier 1 or tier 6 alone, I can activate charged staff via electrocute support gem in Tempest Flurry , but when I am in party Tier 15 , I cannot, it also not working with ice strike. I tested both. Any ideas ?

You probably don`t have enough damage to electrocute/freeze enemies before your party kills them
