UI: Better item description

I'm having some trouble reading the text when there are no separators for the item affixes, and the item tiers are barely visible. I made a simple example of how you could make it easier to read. See image.

Also, it would be nice if you could

1. add an option to always show item level and affix tiers without holding ALT
2. reverse the affix tiers so that T1 is highest
3. add text: “empty prefix” or “empty suffix” when items are missing affixes

I don't think they will revers this, so I would propose they show the current tier and the max possible tier in the detailed info.

[ Rolled Tier / Max Tier ]
Example with 10 tiers possible for a specific stat and you rolled tier 6
[ 6 / 10 ]

Showing the level of the tier would also be helpful for omen crafting.

It will be misleading if it says 6/10, but it's actually 6/7 because of item level. This could probably be solved by adding different colors or something if affix is the highest possible.

Yes that would be nice also.

I hope GGG reworks item text and make it more clear... I spend waaaaay to much time reading every line so I just give up and sell all my drops for gold. Huge FOMO feeling...
