Skill System glitchy

After trying out bow on merc, I tried to be set up my skills. I can no longer see details or interact with two of my skills. THey seem to be equiped but in hide looking at adv details show the previously seected skill and info is unavailable in maps. I have also some how aquired a cooldown on one of my crossbows basic attacks.
