Persistent Resistance Buffs Bug?

Collected all persistent buffs Normal + Cruel Act 1-3.

I understand you are penalized -10% Resistance each Act in Cruel, but for some reason the persistent buffs aren't being taken into account at all. I thought maybe you lost all persistent buffs in Cruel, but what would be the point of even collecting them in Cruel if that was the case.

Normal (Naked) Persistent Resist Buffs

Lightning Resist +20%
Fire Resist +20%
Cold Resist +20%
Spirit +100

Cruel (Naked) Persistent Resist Buffs

Act 1
Lightning Resist -10%
Fire Resist -10%
Cold Resist -10%
Spirit +100
(-10% per Act)

End Game
Lightning Resist -40%
Fire Resist -40%
Cold Resist -40%
Spirit +100
