Campaign crafting is being gated by two currencies

1. Regals

This is mostly during the first 3 Acts. Even with picking up every rare and disenchanting them, over multiple characters (all starting from a clean slate), I'm always sitting with multiple Magic items that are good or great, but I can't use them because I don't have a Regal to make them into Rares.

So I keep wearing my outdated Rares until eventually all my potentially good Magic items become outdated as well, and I disenchant them into shards.

2. Exalts

Towards the end of Act 1 Cruel or by mid Act 2, I find that now I have a lot of Regals, but no Exalted Orbs.

So now, the situation becomes that I'm sitting with several good 3 or 4 affix Rares in my stash, but I continue to wear my old Rares (some of them even with just 4 affixes) because I don't have Exalts.

Eventually those Rares become outdated and I disenchant them into shards.

This situation never improves until maybe a dozen or so low tier maps into the endgame.

I would propose tuning the campaign drop rates such that at least 2-3 times more Regals and Exalts drop during the campaign.

Otherwise, the best source of gear during the campaign will continue to be from the vendors.

If the issue is not wanting campaign players to have currency to just buy great items, it's mostly a moot point, because anyone willing to trade can just sell low level skill gems and easily get enough currency to buy well-itemized hand-down items. And that is already true even now.

So the artificially low drop rates doesn't do anything to keep the market under control. It is essentially just a forced handicap for non-trading players, and all for the wrong reasons.

Gating crafting behind currencies is one thing, but when you’re already drowning in loot that’s practically useless, it makes the whole crafting experience feel like a waste of time. We need a loot filter to help us manage this shit and focus on actually crafting something meaningful instead of being buried under the weight of all the junk.
