Stuttering, FPS hangs/Drops even on high end systems (work around included)

I've been trying to figure out for the past week/2 why on my 4090 system (5950x cpu) I've been having 'hitches' in frame rates, it seemed intermittent and originally I just assumed the servers were getting hammered, during 'peak' times it's much much worse, where in the early hours it seemed to be mostly smooth and playable.

I was noticing when playing, that I would occasionally get massive CPU latency spikes, I tried everything. Power profiles, changing the clocking on the cpu, even disabling XMP/DOCP .. nothing.

Searching youtube, apparently the 'lag' or 'hitching' seems to occur when I get a message in chat. Displayed, or otherwise. Sit idle in a hangout, press Enter to open chat, with FPS monitor, watch your CPU latency, it will spike. Also .. watch global/trade chat, every time you get a message, cpu latency spikes. This is making the game semi unplayable during peak hours.

TLDR:
Anytime you get a chat message for any reason, the cpu hangs causing micro stutters (even tho fps doesn't reflect this)

Workaround: switch to odd global/trade channel(s).. like channel 612 or something where there is no one talking/there, the game play is instantly 100x better, without hitching and freezing.

No idea why getting a chat message is causing the cpu to stutter/hang, but here we are.

Please fix, hope this helps someone/anyone having these performance issues on higher end machines.

The only workaround is "Fix The CPU-Multithreading"

There is no other fix for it.

Even running this game in Windows8 compatible mode lets it run better under Windows 10..... but its crashing after a while..
