Video proof and attempted explanation for the Crossbow reload issue

I still get the crossbow jammed issue after today patch, so I decided to record myself until I got that "jam" again.
It "jammed" when the client decided not to auto reload after I run out of bullet in my clip. So only the next time I try to shoot, it'll auto reload again.

I'm a programmer, but not a network engineer, I don't know if POE2 use UDP or TCP or both, or some kind of verificable UDP. It could be that the client is the one who send to server "hey, I need to reload now since the player run out of bullet", but that packet is not sent redundently and got lost, so that's why crossbow randomly not reload and feel "jammed"? In theory, the more laggy you are, the easier to "jam"?
