Rarity don't work

Good afternoon
I would like to know why I paid money for the game, but your development team left for the New Year holidays, and bad players found a way to buy expensive items, which is why the economy in the game broke down?
I would also like to note that rarity does not work in the game.
I ran with 110% rarity, I got 2-3 exalted, so now I run on Stormweaver with 327% rarity + usually with the pair itself ~100% rarity for a total of 427% rarity, but I get even less than 1-2 exalted
Can you explain for this? What's the point of inflating a rarity if nothing changes, it just doesn't work?
