Cruel Campaign ACT 2 to ACT 3 Bug

I have seen posts about it dating back over a month... Accent to Power seems to be the big root cause. The quest will not complete, no matter how many times you "search traitors passage". This is preventing me from progressing into Act 3 and I have read it ultimately stops you from being able to ascend 3/4. If there is a workaround or fix I have not been able to find it.

I have cleared multiple maps connected to this quest and killed the boss. I have tried doing so both on Normal and Cruel maps. I have talked to every NPC I can... nothing progresses the quest.
