Withered Touch issue with gem quality tooltip, confusing

Currently tooltip says
"Withered duration is 4 seconds, withers enemies in your presence every 2 seconds"

Additional affects from Quality
Withered duration 0-1 seconds

This is very confusing, as it seems to downgrade the gem by upgrading it. To me it sounds like the duration is going from 4 seconds down to 1 second. I think something needs to be reworded here.
