Network Spike causing game Freeze and Speed up state.

I am having an issue were the in game metrics show that I have a network spike (the green bar/graph), thus resulting in my game sort of freezing for a second or 2 and then speeding up to catch up. This is very frustrating as I have not changed any settings at all.

This never happened before and it started happening I would say 2 or 3 days ago?

Nothing on my computer or network has changed. I never lose connection and I have tested my ping for hours to see if its me. Would like some guidance if anyone had this issue and knows a solution.

Currently am afraid to try any endgame bosses as this could cause my run to wipe and lose tens of hours of grinding.
