Is Accuracy Stat Weighting Overtuned or Bugged?

At least for me, I’ve noticed that the accuracy stat almost never gets rolled when using a chaos orb. As far I could remember, I have chaos’d hundreds of bows and quivers and almost never had accuracy get rolled off. Also, if I used an exalt and hit accuracy then tried a few chaos orbs after, the accuracy stat almost never moves. Are chaos orbs actually completely random or does it take preference to weightings?
