Inconsistent behavior of Orb of Storms with Overabundance

Essentially I have orb of storms (which is limited to 1 orb) and overabundance which is supposed to raise limit of supported skill by 1. However it's very inconsistent if I can or cannot have two orbs out at once - sometimes summoning a second one makes the first disappear. Also if I have two out and summon third - makes both disappear
