last RARE MONSTERS with skulls are stuck underground and will not spawn to complete the map

@ggg. there is a horrible bug where the monsters that are underground with a skull marker to complete the map get stuck underground and they will not come up so you can complete the map... this happens 1/10 maps atleast. this needs addressed asap. ty
