Bug POE2 Mercenary High Velocity Round + Devastate

I play mercenary. I can't proc the skill support gem "Devastate" when I combine it with the skill "High Velocity Round" Best regards, Last bumped on Jan 8, 2025, 11:18:43 AM

Not a bug. High Velocity Round is a Payoff skill for broken armor, so it cannot inflict broken armor.

Of course it's a bug, the skill is supposed to launch when the mob goes into heavy stun. And it's not the case.
