Both Weapon Set points and Passive points are consumed if there is unspend Passive Skill Points

Given I have 2 Passive skillpoints available(unspend)
And I have 22 Weapon Set points available
When I click on Weapon Set on Passive Skills screen
And I select some skills in tree
Then I can`t select more than 2 points(amount of Passive skillpoints available)
But I have 22 Weapon Set points available
And I have 20 Weapon Set points available
And I have 0 Passive skillpoints available

In this case points are consumed from both areas: Weapon Set and Passive skills.

This is intentional.

The quests that give you Weapon Set points also give Skill Points. You aren't forced to assign the points to both Weapon Sets to use them--you can use them just as normal Skill Points if you prefer.

If you use do use them for Weapon Set points, then each extra point you allocate to the Weapon Set with the most points allocated so far will also use a Skill Point. If one Weapon Set has fewer allocated points, then extra Skill Points will not be needed until both Weapon Sets have the same number of passives allocated.
