Illuminated Crown notable does not work with any % increased energy shield stats

Currently, the notable Illuminated Crown will only add a flat energy shield of 70% of your helm to your es pool, any % increased es stats you have will not apply this value.
I do not have eldritch battery allocated, so this is not a mana conversion problem, I have tried to spec/unspec chaos inoculation, the bug still persist.

I don't believe this is a bug?

While it's more specific than %increased ES, it isn't applied as a separate step or anything. As a %increased modifier it's additive with other, less specific %increased modifiers.
