Sorceress skill Conductivity, weapon slot 2 and staff not working?

I have been working on using weapon slot 2 and setting up the 24 weapon passive points to apply to each weapon and skill. I have been successful in this. I have set up attack skills on weapon slot 1 with electricity passive. I have set up weapon slot 2 with debuff skills(Consuctivity and Enfeeble) and debuff passives.

The issue I am having is that conductivity does not cast on weapon slot 2. Which is a staff with sigil of power. It acts like it casts but nothing happens just a quick animation attempting to cast, then a big loss of mana. I have set the cast in the skills to weapon slot 2, as I am supposed to. Enfeeble casts just fine and no issues. Only conductivity does not cast.

As a test if I cast Conductivity with weapon slot 1, which is a Wand and the Machination shield, it works just fine.

Can someone let me know what is the problem? Am I missing something? Is someone experiencing this issue?

You likely put all the weapon swap points into curse nodes, I did the same thing and had the same worries. The curse is casting and likely activating instantly. rather than the normal delayed activation. Swap out faster curse activation support or remove a "%faster curse activation" node and see if that solves it for you.
