Game pauses when i stop moving

https://steamusercontent-a.akamaihd.net/ugc/2914211334959742/063D1BC656352D4BB97D052A89B3729492D38B4D/ this was recorded with the new steam recording function game completely pauses when i stop moving and i have no idea why its been like this since ive first downloaded the game. the ways ive found to get arround it is spamming the swap weap button and moving opening any tab that would take up the whole screen(for example the MTX stor or the passive tree) closing it and moving as fast as you can or spam picking up and putting down any item in your inventory and moving
