Demon form costed more life than intended

Demon form cost 0.5% life for each stack

Situation 1: My character has 140 life （0.7 life cost per stack） with 145.8 life recovery per sec

Situation 2: My character has 290 life （1.5 life cost per stack） with 145.8 life recovery per sec

In situation 1 I should be able to reach 208 stacks without losing life (145.8/0.7 = 208)

And yet I started losing life when it reached 145 stacks,
My guess is that the game rounded up the life cost form 0.7 to 1 (145.8/1= 145)

I don't think that is intended as in situation 2 with 1.5 life cost per stack. I managed to reach 145.8/1.5 = 97.2 stacks instead of 145.8/2 72.9 stacks. The game did not round up 1.5 to 2.

This was patched almost a month ago where Demon Form has a minimum of 1 life per second. It's only rounding up to 1, and anything after is the same. I'm guessing because it worked with CI or some other interaction.
