Quiver ignored

I have had issues equipping my quiver. I finally figured out the problem was in my skill tree. So I completely respect my level 40 ranger changed so that both weapon slots 1 and 2 would work. And I still had this issue. My work around this is that my 2nd weapon slot works fine. While 1st weapon slot does not work for my character. It is very frustrating. Part of the issue is being able to identify where you split in skill tree for weapon slots. Playing on ps5.
