Help with ES degen/regen vs recharge start

If i am under a degen (ignite, poison, burning ground or etc.) BUT I have zealot's oath and my passive ES Regen is larger than degen - do i still "take damage" and my shield wont start recharging?

For example in a fight got hit a few times and my ES is at 50% and i got ignited, but my passive ES regen is larger than degen - I still wont start recharging, even if I technically take no damage?
