Networking Issues(Ping Spikes) Regardless of Gateway

I have been having random ping spikes regardless of what gateway I login through and what server the instance I am in is on. these spikes are usually less than a second long and make my 30ms ping shoot up to 300ms or so and cause a noticable delay in gameplay. I have ran a WinMTR trace as well as contacted my ISP with the trace and they have told me it is essentially out of their network. You can see there is a 99% loss on a server I am being pushed through. DNS settings(Auto, Google, CLoudflare) have also not resolved this, which leads me to believe this is a GGG server issue. I can;t tell from the trace where their network layer starts either. I have seen several long threeads about this same issue. Hope this is fixed ASAP as I am basically out of options.

I should also mention, this is the only game/service I have ANY issues with. I have thoroughly tested my home equipment as well.
