Rarity % doesn't seem to work

I have 2 characters around lvl 80 and run 140%+ on rarity yet my drops are terrible. I have friends on pc who run less than 100% rarity and frequently drop way more exalts and divine orbs. I play on xbox and am yet to drop a divine orb
