Atlas Passive "Twin Threats" duplicated the Map Boss

Hey there,
as the Titel already tells i had to fight MIller 2 Times because he obviously got Duplicated because of the Atlas Passive "Twin Threats".
Question is, is this intentional?
Since Bosses are Unique Mobs and not Rares?
