100% Chance to avoid being frozen disabled

Help i dont know what happened but i already captured the soul of Captain Tanner in Atoll Map 2x it was working yesterday but i noticed a while ago that the "100% Chance to avoid being frozen" is highlighted in red and was told in parenthesis to capture it again, i already did but still the buff is on red. Is this a bug? Thanks.
