allow us to downgrade skill gems levels

hi all, i go straight to the point
let's say i wanna play an alt char, in Poe1 i could use something like tabula rasa to enjoy the 6 links power; in Poe 2 I can't since upgrading gem links is not so cheap and i don't feel like i wanna waste div orbs just to find out that my 6 links spell sucks.. (which alrdy happened and kinda pissed me off tbh)
Same issue with gem quality.
Once i lvl up the gems, they get bricked behind their lvl requirement, i have many 5-6 links 20% quality gems in stash i cannot use on alts just coz they require lvl 78!

Please bring back something like orb of scouring to let us lower the gem lvl, playing alt chars or simply experiment with more combinations would be a lot smoother and fun

It would be nice if we were able to go both ways on a skill when engraving not just leveling up. That way we can retain the investments in sockets.
I'm in a situation where I leveled a skill up but now cannot afford the mana cost. But I also cant lose the links on the now too high gem.
I have lower uncut gems why cant these be used to overwrite the skill level.
