Can not recover over 50% mob Mod Broken

The monster Modifier can not recover over 50% is not coded right probably due an oversight that the modifier is coded as prevent recovery over Low state frome PoE 1 were low life is 50% and not as 35% in poe 2

Noticed it as i fought it with ~1500 hp and i did not recover over ~500 hp
