Distilled Passive Killer instict does not work

Added to amulet the Monk passive Killer Instinct using distilled recipe. Shows up on item. HOWEVER it WILL NOT apply the passive in town, out of town, in a map or when attacking. It us NOT working.

Was not sure where Bug info goes, so placing here to be corrected and verified that all these passive recipes actually work.
