MAJOR: Ghost Dance doesn't work in every other map

It's happening frequently. I thought I fixed it by just reapplying it but the issue is happening in new maps.

It's easy to test - literally just see if ES is 0 after taking any hit.
Sometimes you don't get the charges-indicator, other times you do and they still don't work.


I've looked into various user-error cases, but none applied. Each weapon set seems to charge independently when it's not bugged. But even then, charges are not consumed by an incoming melee strike occasionally.


It's not ideal to have something this core be this bugged.
