Shocking yourself via the Redflare conduit unique does not grant energy towards cast on shock, but does inherit shock magnitude, and does allow you to shock yourself twice *if* you have Stormweaver's 'Strike Twice' ascendancy. This indicates to me that it is a self-shock.
