Decompose Skill Bugged

I have a ranger, and I can't toggle the decompose skill on either skill slot.

When I go to the menu, the window looks bugged and even though I have the skill it won't let me put it on my bar. It also doesn't work when walking over bodies, but on my other character it works perfectly fine.
