Act 2 Quests Vanish During Traitors Pass Quest

While grinding through cruel, I finished act 1 easily and went on to act two. Arriving at the caravan, I noticed none of the quests to travel to get the pieces of the horn came up. The only quest was to do the trial in act 2, so I completed that and now I have no quests available at all. I've looked everywhere for answers and have tried everything from redoing the quest in normal, doing act 2 normal and cruel trials but have had no luck. TYIA for your help.
