Bug Report ID: #3747392331 Unable to cut some gems due to attribute requirements

I have taken the 3 reduced attribute requirements nodes at the bottom of the skill tree near Polymathy and Jack of All Trades. However, some gems (specifically spirit gems) do not allow me to cut them despite meeting the requirements to equip them.

I have also noticed that different levels sometimes show the lowered attribute requirement but other levels don't. For example, I have 145 strength currently. When I attempt to cut a lvl 18 spirit gem for Overwhelming Presence, it says I need 157 strength (base attribute requirement is 178). However, if I try to cut a lvl 17 Overwhelming Presence, it does not show the reduced strength requirement.
