Spells triggered by click (cooldown starts) but not actually activating on map

Hi,
I started having this problem a few days ago (or started noticing).

I am activating a spell (any spell), somewhere in the game it happens but in reality nothing happens.
I know the spells are triggered because the cooldown is happening.
This happens MOST of the time however not ALL of the time.
Best examples are Solar Orb and Frost Bomb which both have visible cooldowns (right bottom).
Sometimes they trigger and are put on map but 70% of the times the cooldown just initiates but no spell is played.
I tried paying attention whether they are actually in place just not visible, but I came to realize they are not at all.

In the video please notice the cooldown for Solar Orb and Frost Bomb activating but not orb or bomb are on screen and no health is dealt to the monsters.
