Flames of Chayula Not Spawning

Sometimes Flames of Chayula will just stop spawning in an area. Refunding passives and respeccing the Ascendancy appears to turn the skill back on.

I believe I have been able to recreate the bug reliably.

When leeching via Flames of Chayula, while wearing Couture of Crimson, and proceed to Overcap your health (double your health) you will no longer pick up Flames of Chayula and the Flames will no longer spawn.

I also had Vaal Pact, so the leech was instant.
