Huge Latency Around Peak Hours

I have been experiencing huge latency during weekends or work days around peak hours (8-10pm uk). This happening to more friends in Portugal, and also more people I have met in the past few days via game chat. It is not related with my PC Setup.

I live in Portugal, Europe and have around 30ms to London server during off-peak hours.
