Does Relentless Pursuit affect throwing/casting/shooting speed-reduction while running?

ergo are you able to throw/cast/shoot faster without penality? Or is "slow" not affecting these?

The only penalty you have while using skills on the go is a movement speed one. Relentless Pursuit doesn't affect the movement speed penalty.

Slows are effects like Chill or Temporal Chains. Since Relentless Pursuit doesn't specify what slows, it should nullify all slows, including attack/cast/totem placement/etc speed. According to some bug reports though, it currenty doesn't work properly.
