Can not connect to instance.

I have purchased POE2 twice off of steam and have had to refund both times. Whenever I load into a server I receive a message of , "cannot connect to instance." I have reinstalled the game, verified game files, loaded into different servers and none of those options have worked. Online I see this is an issue that has been discussed. Is there any plans to fix this in POE2 as I know POE1 was never fixed for this same issue?
