Game blackscreen crashes and force shutsdown PC when launching the game

I've gone through all the usual b/s

All Drivers and such are all up to date

Tried a couple steam launch commands

verified files and uninstalled/reinstalled the game

nothing is working the game is completely unplayable and I am at a loss because there is hardly any info I can find on this specific issue and I've hit the limit of my pc tech knowledge, anyone have any Idea what I can do?
