Staggering palm is missing or getting its melee tag replaced.

Staggering Palm does not apply aftershock if socketed with Impact Shockwave, and cannot be socketed with Rage support.

While using Jarngreipr unique gloves which enable all melee weapon and melee skills requirements to be satisfied with strength alone, upgrading Staggering Palm does not meet the requirements.

Also, while wearing those gloves, you CANNOT upgrade any quarterstaff skills, you can only cut new ones by removing the skills from sockets then cutting new ones of higher level.
