mastadon tusks not dropping in "a theft of ivory quest"

this is my 5th character and the first time the tusks did not drop. Looked online and saw people saying this happened to them 28 days ago at the time of this post.
I ran back and killed them a second time and still no tusks. Last bumped on Jan 2, 2025, 6:27:40 PM
