Act 3 - Chimeral Wetlands -> Chimeral Inscribed Ultimatum

Hi

Im trying to find Chimeral Inscribed Ultimatum in Chimeral Wetlands, but it does not drop from Xyclucian now. FYI im overleveled(lvl 70+) a lot and did not really know how ascendency points worked until now(did some research)

Further on, I'm been creating a new instance of Chimeral Wetlands a number of times, but no Chimeral Inscribed Ultimatum to be found.

Is this a bug?
