Is this player cheating or a bug? (Video Attached)

So I've just witnessed a player zooming around town at like 300% speed, whilst having a nap. Now they obviously know their character is like that as just before this, I asked can anyone else see this.

They then proceeded to zoom at like 500% speed around town but this is what I got before they vanished.

I ask is this just a bug?

just a heads up if there is player names visible you should remove it and email it to support if you think the player is cheating.

They'll probably delete the evidence you posted if it shows the players name since that cant be discussed here in the public forums.

As stated, I've removed the name. It's there to see anyway in slow motion, no hiding that.

However, I still ask the question as it's feedback related for GGG, is this just simply a "bug".

It honestly looks like they are rubberbanding.
