Same issue here.
I killed the Count in Act 1 normal again, to see if I might have missed something. But even after that, Sin didn't had his trigger to sent me to act 2.
There he also had nothing else new.
Restarting the game didn't solve the problem either.
I still have some side quests open, @stan24roe#1939 did you complete them all? Including the relic one from act 2 cruel? This one is still open because it just didn't drop for me till I was able to get to act 3.
So I'm also currently locked in the campaign and are not able to process further into maps.
E: I entered the refugee again, after completing act 3 cruel and opened a map portal from there. That worked for me.
After this I could open maps from my own HO.
So I would say not really a bug, more like need to improvement. Just let us access maps as soon as we enter the refugee after act 3 cruel without the need to open a map there first.

I did all the quest from normal to cruel, will try your work around on opening maps in the ziggurat of act 3 cruel

Except your droprate will be heavily affected still, so it's not really a fix. Welcome to the club - I have quit playing until the bug is fixed.

What do you mean with droprate? You only need one map to use in the refugee camp and you can go mapping from your HO. It has nothing to do with droprates or anything else.
Its more of a small QoL constrain than anything else. Not even really a bug, just poorly executed.
