Sometimes i cant use any skill or portals. ihave to relog

i have no idea what is happening but somehow i cant do anything except WASD movement.
my shortcuts are blocked somehow and when this happens in breach i am dying until to notice

i just notice i cant even use portal. It is not boss area btw. open map.
