Orb of Chance question

Heyo,

I was looking into trying to chance orb a Temporalis Silk Robe but could not find any information about Item Level.

Does the item level affect the chance of rolling a unique? For instance the required character level for Temporalis is 64. Do I need to have item level 64 or above Silk Robes in order to chance orb a Temporalis?

If any item level silk robe can be used, does having a higher item level make it have a higher chance of crafting a Temporalis?

Well I figured out that the Temporalis Silk Robe is a unique boss drop that you can only get from doing the 4th Trial of the Sekhemas using a unique relic that drops your honor to 1. If you complete that 4th trial with 1 honor (meaning 0 hits taken) only then are you rewarded with the Temporalis Silk Robe. You cannot chance orb this unique item, nor any unique boss item.
