Stash Quick Move does not work at the start of Act 2 or Act 3

When interacting with the stash, the Y button will drop the item rather than moving it to the stash in the Vastiri Outskirts (start of Act 2) and Sandswept Marsh (start of Act 3)

This issue resolves itself once the town is unlocked in Acts 2 & 3.
