Not able to equip quiver on Titan Class.

I have a lvl 51 Titan build. But for some reason I can't equip a quiver on this character. I have all stats needed. The bow level is 26 and requires 65 Dex. I have 120Dex and am level 51. I'm checked my passive tree and there isn't anything that would stop me from using a quiver as I've mostly built towards fire damage/amor stats. Is there something I'm not seeing? I keep getting the message "YOU CANNOT USE THIS ITEM. ITS STATS WILL BE IGNORED.".
