What progress carries over to the new league (or season)?

I was playing Diablo 4. The first time I played, it took longer because I was completing a campaign, and I unlocked all teleports, additional attributes, and potion quantities. When a new season arrives, I can skip the campaign, and most of the rewards from the campaign are already unlocked. In other words, I level up much more quickly with each new season.

What progress carries over to the new league?

Nothing
Ur ingame purchases like Stash tabs and MTX, that's it. Whenever they decide to start a league in PoE2, there will be the standard realm (like eternal realm in D4) with ur old characters, but in the new league u'll have to start at point 0.
The friends you make along the way , and the mental problems you develop from dying at lvl 99 .

1. So basically, per League, you must do two campaigns on Standard and Cruel to unlock attributes and resistance with each character. Whatever you do in this game is only for achievement.

2. There is no wardrobe, so you can't collect gear skins. You can only buy from the shop and can only be available on one character (you can't use the same gear skin on another character)

There is only one campaign. But yes, this campaign has to be done for every character. Since a new league starts without your old characters, if you want to play in this league you have to play through the campaign again.

As a side note. On release there will be 6 different acts for the campaign. For early access GGG has decided to pull of manpower from designing act 4-6 and move them to endgame. So for early access people can also check out the atlas. In order for us to still reach the needed level for starting in endgame they simply made us replay act 1-3 in cruel as a temporary workaround only for early access.

There is no D4 like wardrobe in PoE. Your bought PoE microtransactions are available across leagues. Usually only one character can use one cosmetic at a time. But you can unequip a cosmetic from a character to use it on another character at any time, in any league.

And this a reason why I am not so hype to do each league. Is nothing to collect except for Achievements. PoE 2 character looks like doll and there is no way to customise. In other words in PoE there is no meaningful progression. Over 10 years since PoE 1 realise developer come up with PoE 1 reskin, made a bit simpler and thats it.
Each league has a new game mechanic and plenty to do. Settlers of Kalguur for POE 1 added town building and some really fun mini games to the league, so look for that to continue in POE 2

Yep, it is basically a gacha game without the overt on the surface in your face p2w. It is under the surface, and GGG will never change that.
Please explain how this is a gatcha game…
